My 2004 dodge neon won't turn over..checked the battery term. And jumped the stater everything is ok..this happened after I changed the oil and replaced the rear struts? Help asap

Checked battery starter I get dash board lights with a round red circle.. Checked fuses
relays I'm baffled..does not turn over or even click..

that red round circle is the security system (skis). and if it is lit up solid, that means it's locked out and it wont allow you to start the car. i'm assuming you didnt change key's recently did you? if you did most likey you just got a reg key made and didnt buy the proper skim key and program it to the car. if it is the same key you've always had then chances are the skim is malfunctioning and needs replaced and only a dealer can do that.

How come only a dealer can do it and how do we get it to the dealership if it don’t start?? I bought it second hand so where do I fix it
