Why won't the remote on fob recognize transmitter in car?

2004 Dodge Durango Slt.  I took my fob key to get a new one made because
the remote part does not work.  It will open the door and start the car. i wasd
told that it could not be done because the transmitter is not recognizing the
remote.  What could cause this?

I did take it to a locksmith and he told me that the remote was not recognizing the vehicle even after programming it.
