2004 ford explorer acts like it wants to crank
but won't has a new starter and fuel pump.

Did it start after the fuel pump was put in, if so how long ago was that done? The float on the pump could be stuck in the up position. Before spending money to have that inspected, check your battery. It could also be a ignition relay/fuse.

By cranking, do you mean the engine does not spin as it should when the ignition key is turned to the start position? If the engine will not spin when key is turned, check your connections at the new starter.

When the fuel pump was installed it wasn't coming on the guy had to come back and come to find out the wires weren't getting any fire but once he fixed this the car still won't crank its turning over but won't crank I have no idea what's wrong

Has the person checked the fuel pressure with a gauge at the fuel rail? Has the person made sure fuel is getting to the injectors? Has the fuel filter been changed since 2004, if equipped with an inline filter? If the fuel system in operating properly then someone will have to check the electrical components ensuring fire is getting to the plugs.
