Steering wheel lock while running

On a 2005 Neon what would cause the steering wheel to lock up?  The engine was still running. My daughter turned
the car off and restarted it and seemed ok. She checked the power steering fluid and is ok. Any ideas?

sometimes that happens when you turn the wheel all the way to one side and you put car in park. can just turn the key and jiggle the wheel it should come lose.
