It's an '09 Cobalt. There are no "engine belts". There is only a serpentine belt and the car won't run at all if that's broken. Sounds more like an electrical issue. Have your battery load tested. When my battery got weak my electrical system went crazy, including my power steering quitting sporadically and my guages acting eratically.
