Is there suppose to be a light above my rear license plate light?

My neighbor noticed the light was out but there is nothing there but a hole. I
don't see any bracket or bulbs. I don't even remember if I ever had a light.

Yes you need a light, and there was one there, look underneath to see if the socket is just hanging, or you can go to the parts store and get a replacement. You would get pulled over by the cops at night not having one on.

Okay. When you look under there its just a black hole. You don't see any sockets. I am thinking it broke off or something. I will take it to my mechanic. Thanks!
