High rev going down the road .it is it a
sensor or transmission problem.

If the rpms on the tachometer are rising up without the vehicle moving, then it is a transmission problem. May not be shifting into overdrive, which could be a shift solenoid, or bad band in the trany. If it is a transmission issue, should take it to a transmission shop for proper diagnosis.

You should put some fluid in it, but even at that level, it should not be slipping.

It could have ben, but if the transmission is already slipping its too late to do anything about it. Should have a transmission shop look at this.
