What is a grounding Block that is in the frame that holds all the wiring together?

I heard that a grounding block in a frame of a car can hold wires that are non
conducting and sometimes be where a problem is when the vehicle hits a
certain spot or temperature and can cause all sorts of problems. That each car
is different where they put this grounding block?

Grounding wires are conducting. Grounds complete the circuits. They must be corrosion free, clean and tight.
