How does a SKIM module work?

I understand the general function, I am trying to troubleshoot my 98 Sebring JXI. I have had the car quit on me several times, and each time I wait awhile and then it starts. The red dash light is on when it does not start, so I am guessing it is somehow related to the SKIM module. Is there a sequence or time delay that allows it to try again after a failure in detecting the key chip?

FYI - The battery is good, I don't touch anything and it starts after waiting, so I don't think it is a starter problem. Dash lights all come on, just does not start. And the red SKIM light (right side of instrument cluster) stays on after the initial light check.
