99 chysler lhs (pos) over heating problem I pulled the hi fan relay and the fan kicks on on driver side but when I put fuse back in fans won't work at all replaced the cap help please

Have a new t-Stat but not sure if I need
to replace that if the fans aren't
working right may not be t-stat....
