could be a disconnected vacuum line

There is a supply vacuum line that goes through the firewall next to the brake booster usually. It sometimes gets disconnected or damaged. I fixed one on a 97 with 5.9l diesel that was on the right side of the engine going through the firewall as well. It had melted on the exhaust manifold. Either way, look for a line going into the firewall.

That's what's wrong with my 2000 lhs it won't keep the Windows defrosted when it rains so it's not going to in the winter. I got to get this fixed.

it is an a/c problem when your heater is set to defrost it cycles the a/c .a/c is a dehumidifier that is what removes the moisture from the glass
