What is the Delphi device attached to the lower seat belt bracket(belt goes thru it) on my 2005 Buick Rendezvous CXL

Original seat belts are frayed and bought a replacement set from a 200? Rendezvous and they don't have this module? attached like original.
I can't find a picture or any info on this device anywhere. What is it and is it necessary? Thanks,Jerry
