Air conditioner clutch is not engaging.

2002 Sebring got in an accident, destroyed the AC clutch so I replaced the entire
pump.
but before I fill the system I checked to see if the clutch pulls in when i turn on the Air.
It does not. It doesn't appear to be getting a 12 volt pull when i put my tester to the
lead. Is there a in line fuse or just the relay, and can that be the issue.
I seem to have a similar issue with the radiator fan I installed.

It will not engage without freon in it,it will not have power to it untill there is freon in it.

thanks, that is what i thought but i did not want to charge it untill i got a second opinion. Any thoughts why my radiator fan is not working as well. could the accident blown a relay?

May be relay or fuse,if not one of these check fan sensor,or bad fan motor.
