are both cigarette lighter on same fuse

No! They are seperate, the dash lighter plug only works when you turn the the key to acc or on, other one if in glove box is always hot. check manual or chilton book to see which one and fuse goes to each.

2006 Chrysler Sebring convertible (2.7L, V6) - - Am trying to charge my cell phone on EITHER plug in (on dash, or in console). NEITHER plug in works, either on Acc or with key turned on. The phone only "beeps" for a split second. But, there is no change to the battery icon on the display. Fuses are still good. Any thoughts? Thank you.
