How can one program a new key fob without a working one?

The only remote key fob on my 2003 Chrysler Sebring got wet and no longer works.  I purchased a new one online and need to program it. Do I have to go to the dealership or can I do it myself?

Manual Programming Procedure (non scan tool) 1. Connect pin 1 of the 16-way data link connector to chassis ground or to pin 4 of the 16-way data link connector. 2. Close all doors, turn ignition key to off. 3. Turn ignition key to Accessory. 4. Turn ignition to off, door locks will cycle once (in programming mode). 5. For each key FOB, press any button 3 times in a row to program code. When programming is complete, the door locks will cycle once.

There is no pin 1 its empty. I tried jumping 4 to 1 and anyway and ollpwee instructions but nothing happened. It stands to reason since pin 1 is empty that would be a the reason why
