01 Mustang starter issue

'01 GT 4.6 SOHC 5 speed manual. starter quit working so bought a new one but it still does the same thing. solenoid engages starter but the starter does not engage flywheel and starter motor is not turning. Sounds like the starter gear is hitting the flywheel but not engaging it. Before yesterday it cranked a little hard but always started, now the motor doesn't even crank. Any ideas?
