Front tire (passenger side) is making grinding noise when I move. What could be the problem?

My front tire on the passenger side seemed to have locked and makes a
grinding noise when I try to move the vehicle. I took the tire off, the brake
pads, the caliper, and rotor and they looked fine. I put everything back on
and the problem is still there. What could cause this to happen? This is the
