1990 Cadillac el dorado Baritz wont start

my brother has a 1990 el dorado baritz and he has tried replacing everything to get it started and it still does not work he's tried the distributor cap the carburator , the rotor, the manifold  and still nothing is there something he may be missing or something he should try ... Thank You

check for 1 spark 2 fuel pressure 3 injector pulse 4 compression. and let me know what you get.
