When sitting still car blows warm air when car is moving
the air is cold. What would make it do this?

The AC fan might not be working. When you're moving more air is passing across the AC evap coil, compared to when you're sitting still. You should also have the manifold pressure checked, you might be borderline on refrigerant pressure. For now, try this: open hood, turn on AC to full, and check that the fan (or fans) are running. If not, then that's your problem.
