94 cadillac deville wont turn over all dash lights come on

I just put a new battery 94 cadillac deville
just bought it off impound auction when i
turn the key it doesnt turn over but all the.
Lihhts come on and there is this little black
box with a cord attached that isnt connected
to abything under the hood...does this have
something to do with why it wont start

you would have to see if power is getting to the starter solenoid when you hit the key , there may be a relay also , check the fuses , see if you can get a # off the "box' do a search see if anything comes up
