Idler pulley bolt snapped

How do I remove the idler pulley bolt that snapped
in my DeVille?  It's located underneath the
tensioner pulley. It snapped flushed with the block.
And What tools should I use

You will need a tool commonly called an "easy out" or bolt extractor set, you will need to be able to drill a hole into the bolt in order to use the bolt extractor, if you can't get to it with a normal power drill, you may need a right angle drill, these are expensive but can be rented at a reasonable price from most rental stores, be sure you have enough removable parts out of your way to access the bolt for drilling, then replace with same size thread and grade, use the old bolt if possible for comparison.
