my abs breaks are fluttering when I gently step on them and usually they don't unless I
make a sudden stop or the roads are slick. I have a 2008 Dodge 1500 quad 4x4 "sport"

I would check the ABS sensors. Front brakes may be the culprit. You may need to replace the sensor at the wheel, or it may just be dirty/rusty, and cleaning with a wire brush might do the trick. If that all checks out OK, I would suggest a trip to the dealer. Brakes are not something to take chances with. Good luck.
