Just bought a 1999 Cadillac deville and
would like to add some wire wheels but I'm
not sure what size would be perfect for
it,and I don't like any bud rims I like it low...so
I'm wondering If I have to add air shocks to
be able to put some 14x7? Wire wheel also
do they sell fenders skirts for a 1999
Cadillac deville?

Check with a tire store, some of them have a machine that has a picture of your car with different rims installed, it gives you a general idea on what it looks like with different rims. Seems od you only have 14's on it, my Deville is running 16 inch ARE wheels. Depending on equipment your Caddie should already have load lever shocks in the rear now, unless someone has removed them, I haven't seen any fender shirts for your year but if you really want some they can be fabricated, if you have any low rider shops in your area you might check with them.
