I have a 2003 Cadillac DeVille change the
water pump change the thermostat new
radiator it's still running hot

If you have a Northstar engine it's most likely going to be the head gaskets. Have the cooling system tested for exhaust gases in the coolant. Sooner or later all Northstars blow head gaskets. If that's the case you're looking at upwards of $3500 to have it fixed correctly! For starters the engine and transmission both have to come out of the bottom of the car. There's no other way to do the job! HTH. -Jim

All I can suggest is before you part with any $$ do everything you can to make sure all the air is out of the cooling system. Park it uphill or jack the front up when bleeding it. Then try Block Tester (you can rent the setup from Advance or Autozone) or a cylinder compression test (you can also borrow that tool from same) to confirm everyone's worst fear.

F O R, the head bolts pull out of the block. This usually happens between 90,000 and 120,000 miles. HTH. -Jim
