2007 bmw 328xi defroster fan heater air conditioning will not work. Is this a fuse or fan issue?

the ac and fan and defroster will not turn on. The indicator lights work. The fuse box
does not have the remover and spare fuses, although I am the original owner and do
not recall ever using it. Could this be a fuse issue or something else?

It could b the control panel itself even tho the lights are working
