I've seen this happen if the vehicle has experanced a voltage dropout or spike, might be a good idea to have the battery, all the cables and charging system checked. Then you should manually lock all the doors but the drivers door, with key in hand exit the vehicle and then using the key lock the drivers door, wait until the dome light goes out and then at least one minute more, then using the key unlock the drivers door and start the engine, that will fully reset the system. Make sure you have someone qualified to work on you Caddie, one mistake in checking it out and your at the dealer getting the system reflashed.

I have a 2006 Cadillac CTS 2.8 and I went to purchase a factory used radio and it says theft lock isn't anything I can do without spending $80 at the dealer to reset or reprogram it?

Not really, sometimes you get lucky with some of the numbers listed on the Internet search but usually those numbers are from broke down units so your still stuck with the dealership.
