If the light is on you should be able to get a code through a scan tool using the Ford specific settings in the ABS menu. Remember you may have more than one problem, you have to fix these one at a time.

so when the passenger light goes off the air bag lights goes off then they both come back on with out flashing. now i notice that the engine flashes 9 to 10 times before stay lit but goes off when the truck starts.

So it is indicating a hard fault in the air bag system, still need to find out the code for further diagnostics canbe performed.

It seem like there has been a front accident but the carfax has reported the car has never been in one.

Carfax doesn't get everything, only stuff that is reported to them. if it was in an accident and the air bags weren't detonated then it might have a wiring or even a sensor malfunction that was there before the time of impact that kept the system from performing a sit should have or it was under 35 mph. Still need those codes to find out what is going on.
