My toddler bribe my cruise control lever on my van can this be repaired?

Of course it can be repaired. You probably need a new part or two but any decent mechanic can fix it.

Oh perhaps my question should have been- is is costly to repair? Would it involve fairly intransigence labor cost to go into steering column to fix? That is the deal breaker

Probably not, contact some local mechanics on the repair. Probably a couple hundred to fix.
