Heat is coming from the floor and defroster

Every time I drive hot air comes out of my defroster
and floor vents nonstop. I've removed the fuses for
the blower motor and it's still happening. I honestly
just want to stop air flow from the vents all
together. I dont even want to fix it.

you turned the temp setting down right ? The actuator may be bad/broken , do you hear a door open/close when making a selection ?
