Rear drivers window wont go up or down. On the dash it says rear door is open

I got in the car and on the dash it said the rear drivers door
was open. I open and closed it a bunch of times and it is
closing without a problem. At the same time the same
window won't roll up and we have a hurricane coming.

Like Jay said above you will need to check the wiring going into that door. Something is likely shorted or corroded. In the mean time you should be able to just remove the door panel (be careful with the plastic trim clips sometimes those break easily) and you can force the glass up from there (the glass may be connected to the actuator but most of them just sit on a rubber lip) and stick something under it to hold it closed temporarily. I've used old metal coat hangers as a quick for this to hold it tight.
