2010 Chevy Malibu HVAC control cluster not working

HiMy chevy Malibu 2010 HVAC control cluster has no lights on any of 4 small bulbs
for heater, cooling, rear heater and fresh air. Also the blower is not working on any of
the medium or high settings. I checked fuses all are good however HVAC control IGN
fuse (10A) and HVAC blower fuse (20A) on the inner cluster have no volts on either of
their legs. Is there a supply fuse before these two fuses. Why are all of HVAC controls
not working.

Background: My radio was working properly but no sound so I started checking fuses
on passenger side, forgot to check multimeter red lead was on Amps and not on
voltage so when i put the lead on the 20A HVAC blower fuse there was small spark
and HVAC cluster lights gone and no control. 20 Amp fuse is good but no voltage on
either of its legs and so is no volt on either leg of 10A HVAC CONTROL fuse, but fuse
is good.

Sound s like you may have shorted the fan switch or blowed fan risitor.

well I checked the J Box fuses under hood after online search, the 30A fuse on #19 slot was blown, everything is fine after replacing. This fuse supplies to HVAC control cluster.

@aam245 your answer is awesome there is no where in the wiring diagram or mitchell prodemand that show that that fuse supplies the hvac control
