Won't start most of the time

Had problem for about 1 year, torrent will not
start cause the fuel pump will not kick on
when I turn the key on, most of the time if I
keep turning the key off and on the pump will
kick on. No problems after it starts runs
great for as long as I won't to drive it. But
when I turn it off the pump will not kick on
again unless I keep trying , I put a new relay,
had it scanned nothing came back.
