Yes, it makes the engine work harder. The engine has to drive two extra wheels all the time instead of just pushing or pulling them along.

True, it does use extra fuel to power the additional two wheels, if you stay in a hilly area i guess it makes sense to keep it engaged if not use it only when needed.
