Your description suggests the Cooling System has been serviced in an attempt to correct this condition. Am I correct. If Yes...then...now its time to check out your computer controlled HVAC System. Most would diagnose this issue with a Bi-Directional Scan Tool. This tool can be used to check the operation of the BLEND DOOR. Also...there may be a factory service bulletin which would describe how to fix this issue. More research suggested.

Above answers are great. A simple way to check if the heater core is getting hot water is to touch both heater core hoses once engine is warmed up. they are usually located on the right side firewall and are about 1 inch in diameter right next to each other. if both hoses are warm to touch then water is going in/out as it should.(Suspect the heater controls or blender door). If only one is warm (with interior fan off), then suspect a blockage in the heater core. Hope this helps.

Make sure your heater controls are turned to warm, fan off.

I have the same/similar issue with 4 cyl. Camry LE. heater. These models have many issues off the factory. Here is the history 1) engine burned a quart of oil/month due to bad piston ring design. 2) visors broke. 3) the dashboard became sticky and bright in hot weather. 4) The instrument panel became erratic on and off with the needles swinging back and forth like a digital equalizer on a radio. Every time the episode happened I noticed the A.C. shut down as well. Found out it is all connected to the ABS (brake) module. Had the module repaired and everything works fine except the heater. The problem is that I don't know if the heater issue was there before or is a result of the ABS module issue.

Noting the previous suggestions above especially the touchy...feel...heater hoses....i would also note the AC...Heater indicator light. Does it flash when the HVAC system is operating? Also...does the AC system function correctly?

OK....the Blend Door is indeed suspect. It is of course Computer Controlled. With the key on and engine not running.....swing the Heat/AC Control knob from extreme hot then cold. See if you can hear the Blend Door thud into position. Start the engine and check again. Also....there should be a video on line indicating how to check BD operation. Get back with results.
