The rack and pinion is rusted on my Kia Rio 2008. Is it worth to have it repaired
for $1200.

Just because there is surface rust on the part doesn't mean you have to replace it. If in fact it is leaking and needs replacing by a mechanic checking it out, then i would. Worth it? Can you afford to sell the car without a steering rack and get much less than the car is worth and purchase a new vehicle?
