Why my 2008 300 will not turn over

The lights all come on(dome lights, and head
lights).  The radio will not turn on nor will the fan.

the a/c or the rad fan see if there is power to the starter when the key is turned

It doesn't do the normal clicking sound that you get when the starter goes out
