I had the same problem 2 days ago. I had the beeping sound and the lights would come on and I could not get the gears to move. But when I turned the key to on, it did nothing. In my case the WIN modular was loose and It needed to replaced. It costed me 346.00 in labor and FYI, Now the WIN modular comes with the key. that costed 410.00. My car will be ready in 1 to 2 days from today. Its all well worth it. O one more thing, if your tires locked make sure that the tow guy knows how to unlock the tires. the last thing you need is for some person go under your hood or even worse brake something in your car.

I had this problem in a 2008 Avenger RT....the damn shifter isn't fully engaging in the "park" position, this was one of the problems. Try pushing up hard like you're trying to go into a position above the park position, while holding it there, put your key in and try starting it. Another issue I had is where the positive and negative jumper bolts are under the hood. They come loose, they wiggle and they stop the flow of power to the ignition at times. ANOTHER issue could be the security system like the other people said. It's easy to know if it's that though, a red light will come on, go off and then start flashing repeatedly if your wcm isn't detecting the key fob assigned to it, hence won't start or intermittently start. An easy way to tell if it probably your shifter park position sensor is if you've also ever had your key "stuck" in the ignition.
