How do I access the inside, drivers side fuse panel - do I need to unbolt the large plastic cover under the steering wheel?

What year? In order to access that panel on my 2001 LE you have to pull the small change compartment down and out. The fuse panel is located behind that little compartment.

No you do not have to unbolt the panel. Pop off the black cover, and you will have access to all the fuses in that location. Lay on your back with the drivers seat all the way back. Cover also has a diagran of all fuses in the panel with values, and explanation...

Although very correct, unless you are japanese it is almost impossible to fit between the seat and dash. I had to have my wife crawl under to remove spent fuses.
