Fuel pump not priming

My fuel pump doesn't prime, but my ECU is not
throwing any codes, my CEL comes on for 2
seconds and goes off when I turn the key like it
should, and I can hear the main relay click when I
turn my key and have also swapped it with an
identical working one from my son's integra. How
many times should the relay click, and how do I
determine if I have power to my fuel pump? My
next step is to replace all the fuses b/c it's cheap,
and then I need to check power to the pump.
Easiest way?

If you have a multi-tester then un-plug the pump and check for power. You may want to replace the fuel filter.
