Rust on body

Hi,

I'm starting to see a little bubbling of paint
and underneath is rust in the body of the car
above the rear driver wheel body. Can I stop
it from rusting?

Also my hubcaps/wheelcovers are all rust,
anything I can do about that? I have zero
funds.

With zero funds there is little that can be done. You must live in a cold state where they use salt. Had you undercoated prior to the snow and salt it may have helped but that would not mean never rust. The only thing that can be done is to remove all the rust , fill, prime and paint as well as undercoat.

Hi again! I was wondering if you know where I could get a full car cover for cold and hear? Since car beginning to rust, I am worried since I leave it out in the open all year. Funds are low. Thank you!!!

you could check an automotive store or online. Be advised a plastic cover will promote rust make sure it is breathable
