would suspect the Ground connection, can get corroded and you cannot see it NOT connecting properly~ especially when you are going to a hot place and an icy place, the connections may appear normal~ so I'd start with the battery, look for corrosion, there are special battery tools, but the other end one leg goes to the motor block, the other the chassis/fender and possibly a third for the flashers and pre-sets~ so make sure the grounds are fine, can see where the brain box has not sufficient ground to perform it's job correctly, TEST with a multi-meter if you can~

You need to keep the gas gauge between three quarters and one quarter full for all the diagnostics to run to set the readiness monitors. Keep in mind you will pass inspection with one readiness monitor not set. Don't disconnect the battery either. If the check engine light is coming on you need to fix that issue first! Hope that helps! Jim
