I have a 2008 Cobalt sport with 17 inch factory
wheels on it but I need to run 15 inch steel wheels
for dirt track racing what will fit

Any 15" rim with the same lug pattern as your 17" rims will work. If you think you may have an issue with clearing brake caliper use a higher negative offset rim.
