Either the battery is getting low on charge, or the battery cables need to be cleaned up.

The battery may be low on charge if the battery cables are not making a good connection. Make sure the charging system is working also.

Low voltage to the starter itself caused by bad cables, bad replacement starter especially if it was a rebuilt, the rebuilders don't check the internals of the solenoid and that is where most of the starter problems occur on this type of starter.
