Town and Country won't Attempt to turn over.

The ignition went out, and we found out
there was a recall on it so got it
replaced. However, while it was sitting
for a few weeks the previous owner
was messing around under the hood.
Now the can won't do anything at all.
The ignition is working again because
the car lot replaced it and verified it's
activity. However, with a fully charged
battery the van won't even attempt to
crank as if there is a missing power
component. The only loose wire I am
able to locate is in the pic below. I don't
even know if it's anything important.

Check loose battery cables first, and if clean. Check cables near starter. Make sure you have 12-15v with meter. Last , try with a jump, and if it starts, than you have a short to ground in a wire along ignition starter circut.
I've checked all those items so ready. With a jump and all. The engine won't do anything at all when the key is turned.

You could have a bad ignition switch. Do you have good power and lights in you power windows?. I had a multi-function switch go on me in my expedition. Try to bang it hard int park for the multi-function switch, and also the park switch at tranny. Hope this helps you. Do you hear a click at the starter realy, or the small relay in the engine fuse compartment.........
Someone who did not have a clue "messing around" under the hood? Good luck, I hope you did not pay much for this car.
I'm sure the description of the person I bought it from tells you everything you need to know about the discount I received. Lol
