right turn signal and brake light won't work

I've already changed the bulb out and checked the fuses
under the hood could this be an electrical issue?  Or is
there something else I should check for before taking it to
the shop?

Problem is in the upper part of the steering column,it will be a broken wire on the left side of the harness, harness my also come lose.It is caused by using the tilt steering to much.Remove cover over the column 3 screws from bottom,separate the two halves of cover ,look on top at the harness for loose wire on the left side think its yellow and brown.

That's the cause. I'm not able to fix the terminal yet but it worked when I moved the wires.
