Windows lights signal wipers shifter and radio
won't work in the cold

Since these things are typically on different circuits it is not likely the fuses but it may be a section of your fuse panel that is causing the problem. Since it only happens in the cold, a feed to the fuse panel (or the panel itself) may be shrinking and breaking contact with these circuits. Metal, like other things, contracts when cold.
