2008 jeep liberty ac warmer at idle

Hello.. My ac works fine when im on the highway or miving
period but gets colder the faster i go .. But at idke or in a
drive thru for example it gets pretty warm. I took it to a
shop and they did an evac then a vacuum and recharge ..
Pressures were at 250 high and 40 low.. Everything i have
read tells me its the fan .. But the fan comes on like its
supposed to .. Is there another possible reason for this
issue? ..
