IF ITS NOT ON THE COVER ITS IN THE OWNERS MSNUAL..

My 1999 grand marquis is not cranking up i puta a fuse n the number 7 fuse box it blows ive took fuse pump down had it rewired cause them only wires i ever had to cut one time cause my fuse pump went out car keep blowing fuses afer fuse what could it be i pulled n the yard the car was fine i backed up it scrub the bottom and it cut off
