f 350 instrument cluster and wiper power delay at first start of day

Had the turn signal/ dimmer switch changed after loosing all but Hi Beams. Had the instrument cluster changes after the whole dash, wipers. windows, radio would power up and down at randon. Last few days on the first start on the day, after the glow plug light goes out, the engine starts fine but some mornings the gages, odometer and stereo wait to energize for up to 4 seconds and the wipers can take up to a couple of minutes when I switch them on asap on rainy mornings and now when I check these issues every day  they have the same delay. ONLY after the first start of the day. Rest of the day everything comes right back on like it always has

I forgot to mention that also not the a/c compressor comes on when upper/ lower outlet position is selected. And the thermostat is turned all way left (cool) for no heated air ambient ( outside ) only. The only position the a'c compressor should come on in is when A/Cis selected. As I read these posts and questions it sure seems Ford didn't "have a netter idea" in regards to electrical systems. hope I'm not in store for all these woes.... Only had mine a bit over a year and it's had TWO signal/ dimmer and on my second cluster...
