dash panel fuses

If the entire dash panel stops work on a 01 ford f-
350 4x4 5.4 liter (the windows, radio, heater  
mirrors all still work) with manual lock out hubs on
it, will that still cause the 4 wheel drive switch not
to work leaving me without 4x4

If the 4wd switch on the dash is dead as well then you will not be able to engage the transfer case motor that gives you 4wd. the locking hubs just tie the wheels to the front axle.
